Great insight---Didn't Steve Jobs say it best, "Innovate or die." ? Generally you think of this in terms of technology, but it does also apply for tourist destinations.

Destination resorts are extremely competitive for tourist dollars. In Rosarito they have the Baja Tourism Offices, local PR machine and the money to promote Rosarito- they just don't have anything tourists want to buy that is worth the hassle. Ensenada has the wine region and TJ the foodie and music scenes, Rosarito... "We're still here!"

They diverted the money from the tourist boardwalk (Malecon) to redo the main street through town, which is a mess (the project- the old street was just fine). From this video It doesn't sound like the street project is going well. So now they have no street, no plan, no money and no tourist draw for downtown.
