Default If you're going to Mexico

If you're going on a cruise to Mexico or crossing the border, they need to see a passport now. If you don't have one they will hold you up at their security office.

If you are driving into Mexico they still let you back in with drivers license / birth certificate. A friend told me they recently came down in 2 separate cars, his wife crossing back first. When he pulled up to the border agent he realized that his drivers license was in the other vehicle. All he had was his Costco card. The agent asked him a few questions and waved him through.

Your post is correct. However, I'm not sure I understand who the "they" are that johnhearst was referring to. In the case of cruising, you will not be allowed to board the ship here in the States if you don't have a valid passport, and the ship is making a call on a foreign port. Same goes for airlines.
