Default Importing Non NAFTA cars

I have read that you can not import a car into Mexico if it is a NAFTA car. Is this true? If so why is it that I see 20% of the cars with Baja plates in Ensenada are Nissans, Hondas, Toyotas, and VW's?

I am no expert on importing cars but I was told a couple of years back when I was considering such a move that it was the other way around. A vehicle importer in Tijuana explained to me that the only cars that can be imported into Mexico are NAFTA built (Canada / USA / Mexico). You also need to remember that many of the "Japanese" cars are actually built in the US and Mexico. My Mercedes ML350 was built in Alabama. It's not the brand but where it was built.
