Arraigo provides a method for cops to detain a suspect while they build a case. They use arraigo to prevent the perp from running. I'd prefer Mexico keeps this tool on the books...

I agree with BajaGringo.

The Mexican's need to fix the ongoing problem of bringing people to justice as a result of other laws which are in the Mexican legal system that allow the person (criminal) to avoid prosecution.

So...I guess being a Bail Bondsman in Mexico wouldn't work since who could afford bail.
Actually, Ron, doncha think this method is a bit uneven for some detainees? We've all heard stories of people being held for long periods of time without being charged. I have always felt this atrocity was more in place to build up the illicit fine required to get the innocent victim released.
The penal system in Mexico is still wallowing in the dark ages and has a long way to go to be good with human rights people.
