I might be out of line here but........

I think maybe "Human Rights Watch" (HBW) should take over policing, making sure the bad guys don't hurt the good guys in a bad way or that the good guys don't step on the bad guys in a bad way.

Most Mexicans are quite leery of human rights organizations after the Florence Cassez affair. One comment I hear repeatedly down here is that the human rights organizations seem to be solely focused on the rights of the criminals while disregarding the rights of their victims.
