Ensenada, B. C. - There are 120,000 irregular (non-titled) properties in Baja California, due to the fact that in the past 11 years the National Commission for the Regularization of Land Tenenacy (Corett) has abandoned its work, said the new representative of the federal agency in Baja California, Gilberto Covelli Gómez.

He said the in light of this serious delay they will have to work intensely to provide ownership security to those possessing the land, and he indicated that although the program established to annual goal of regularizing 1,000 lots in the entire state, they intend to achieve 15,000 lots.

Covelli Gómez said that in Ensenada, it is estimated there are 19,000 properties that need to be regularized. He added that another of the objectives to the new Corett policy is to reactivate agreements with the state and municipal governments the create territorial reserves.

Woooosh, do you have any idea whether this article is referring to only Norte.....or both Norte & Sur?

Interesting that the article didn't say WHY ".....in the past 11 years the National Commission for the Regularization of Land Tenenacy (Corett) has abandoned its work.....". Was that office/agency disbanded? Has the entire staff been sitting around playing poker during the work day? Was the entire staff reallocated elsewhere?

It appears to be important to the new Presidents housing plan. Looks Ejido-related, which makes sense given the number of parcels involved. Raphael Munoz e-mailed me regarding this article. He is very active in Baja land issues:

"They are not wrong about the need (to regularize land titles), but CORETT is legally unable to do that labor, because CORETT (Comision para la Regularizacion de la Tenencia de la Tierra) is by law, limited to regularizing Ejio land exclusively and most of Ensenada comes from Colonial titles, not ejido land and that fact and since colonial titles no longer exist, make those lands National Land according to the Constitutional article 27 Fac. XVIII; then the only public office legally able to regularize those lands is the National Land office from what used to be the Reforma Agraria and now named Urban Regularization Secretary.

The fact that CORETT has not been active in 11 years, means that they have no more ejido land to regularize, since they received full land ownership since that time. Some people have good intentions and recognize the problems, but do not know the right legal way to solve the problem- so they just leave the problem to future generations."
