Given that more than half of all respondents also admitted to having paid a bribe to the police or judiciary in the last 12 months, it is not surprising that few Mexicans trust the government to uphold the rule of law."

So more than half of all Mexicans are willing to play the bribe game- but they don't like playing it? So why do they keep playing and expect the gov't top change? They don't like the game- but can't get themselves to stop playing. Addicted to corruption?
