This article reports that kidnappings have drastically decreased in Baja California. That is good news for the peninsula as many other states in Mexico have seen an increase in the past several months. Let's hope this positive trend continues...

"While the states of Morelos, Tabasco, Michoacan, Veracruz and Zacatecas kidnappings have increased, Baja California has seen a drastic reduction", commented yesterday in Tijuana the National Anti-Kidnapping Commissioner .

Renato Sales Heredia said the state entities mentioned show an increase of up to 74 % in the rate of recorded kidnappings .

In Baja California, current statistics compared to the prior year figures show a decline in the crime of kidnapping, ranging from the 200 kidnappings before to four to five cases today.

"The state, and particularly Tijuana, has demonstrated a sustained drop in the crime statistics (kidnapping) and we are now visiting to review and ensure the best crime fighting methods are incorporated and review successful models in the state and their links with crime organizations declining," he said .

Before going to the states that have a high incidence of this crime, entities that have obtained positive results are worth visiting .

In the northern and southern borders of Mexico, migrant kidnapping are a problem and it falls under the jurisdiction of the Commission which he chairs to respond to such crimes as well as any kidnapping for extortion and kidnapping express.

The national commissioner mentioned that there are estimates on the amount of money taken by the criminal organizations involved in kidnapping, but that number was not made available.

The National Anti-Kidnapping Commission he explained, authorizes the link of federal agencies with each local law enforcement authority through the General Law on the Prevention and Punishment of Crimes Kidnapping stuff .

Sales Heredia was interviewed around 11:00AM in the passenger arrival area of the Tijuana International Airport, having just gotten of from the flight that brought him from Mexico City .

The National Anti-Kidnapping commissioner said he would meet with officials from Baja California to visit the State Anti-Kidnapping Unit and familiarize himself with the techniques and practices of this agency.

On January 28th of this year, Renato Sales Heredia was named National Anti-Kidnapping commissioned by the Executive Secretary of the National Public Security System (SESNSP) .

Seems like the bad guys have refined their phone threat methods and don't really need to actually snatch victims as much as before.

"Hi. I'm your local kidnapper, Julio, and if you don't pay me a million Ps by Friday, I'll snatch your kids and eat them."

OK, Julio. Whatever you say. I'll put the cash in the mailbox out by the curb."

Yup, that is pretty much how it works. What my wife has taught me is to never answer a call from an unknown/blocked phone. If it's important they will leave a message. Kidnappers/extortionists don't like leaving that kind of incriminating evidence...

The phone extortions are growing- but most Mexicans now know the drill. I did see where tourists in Cancun were being targeted as they checked into their hotels and then received extortion phone calls in their hotel rooms. Tourists don't know better and freak out at having been watched.

The problem with Kidnap numbers goes beyond the numbers. A person taken from his house and held for days while they drain his bank account is not technically "kidnapped": he was temporarily denied his freedom for the purposes of robbery. huh? Kidnapping is also not counted when an apparent "settling of scores" takes place between rival drug gangs. imho, Mexico changed the definition of "kidnapping" to lower the reportable numbers. It's incremental income for the cartels and isn't going away.

Criminal vs criminal crime goes mostly unreported world wide. A family member working in LE currently in Tijuana has confirmed to us that the reports of kidnappings has significantly decreased but at the same time car thefts and robberies have increased. It is like a whack a mole game...

They whacked the dickens out of Mexico trying to get the bad guys out but no one has come up with an approach that works- because there apparently isn't one.

Armed squad kidnaps owner of night club in Rosarito Beach

PLAYAS DE ROSARITO.- Un comando encapuchado y armado con “cuernos de chivo” ingresó a un “table dance” del bulevar Popotla, y privó de la libertad al encargado del establecimiento mientras disparaban al interior y exterior, lo que causó terror entre los clien-
tes de plena zona turística.

De acuerdo a informes policíacos los hechos se registraron cerca de las 10 de la noche del sábado en el table dance “Doll House”, ubicado en el kilómetro 29 del bulevar antes mencionado.

El comando integrado por cinco hombres con capuchas negras irrumpieron con armas largas de grueso calibre AK-47 conocidas como “cuerno de chivo”, disparando una ráfaga en el interior a la vez que obligaron a los clientes y trabajadores tirarse al suelo, lo que causó terror en todos los que se encontraban en el lugar.

Los hombres se dirigieron hasta la oficina del establecimiento donde se encontraba el encargado de nombre Antonio García Aguirre de 52 años, a quien sacaron del lugar.

Subieron por la fuerza al señor García Aguirre en una camioneta Voyager de color rojo para después incluso hacer disparos y emprender la huida con rumbo desconocido.

Al interior del establecimiento se encontró un casquillo percutido calibre 7.62 x39 de las que utilizan las “cuernos de chivo”. Cabe mencionar que el anuncio del establecimiento es muy pequeño para el inmueble, por lo que pareciera que es un centro nocturno clandestino.

En el interior se encuentran mesas de billar y sillones de color blanco y un espacio con un tubo en medio del salón. La Policía Municipal implementó un operativo, pero como usualmente sucede en estos casos no se localizó el comando, ni a la persona privada de la libertad.

PLAYAS DE ROSARITO.- An armed and hooded squad, armed with AK-47s, entered a "table dance" on bulevar Popotla, and kidnapped the manager of the establishment while they fired inside and outside, which caused terror among the customers in the tourist zone.

According to police reports, the events happened around 10PM on Saturday at the "Doll House" table dance, located at kilometer 29 on bulevar Popotla.

The squad, made up of five men with black caps, broke in with large caliber AK-47 rifles called "goat horns," they strafed the interior and forced the customers and workers to hit the floor, which caused terror for everybody in the place.

The men headed for the office where they found the manager, named Antonio García Aguirre, 52 years old, who they took with them.

They forced García Aguirre into a red Voyager van and then fired some shots and fled in an unknown direction.

Inside the establishment were found spent 7.62 x 39 cartridges, used by the AK-47. It should be mentioned that the outside sign for the business is very small for the size of the building, and it appears it is a clandestine night club.

Inside are billiard tables and white seats and a space with a pole in the center of the room. The municipal police started an operation, but as usually happens in these cases, they did not find the squad, nor the person kidnapped.
