Difficult one to answer fairly. Is there reason to be concerned about coming to Baja including some precautions that should be followed?

Yes

Does the travel alert really help the average Joe wanting to come down?

Probably not. I think that they have made these things so generic and allow little common sense in the equation that most people's eyes simply glaze over by the end of the second paragraph. I read on a post somewhere (I think it was Woooosh) a comment about a Canadian travel alert. It made sense, treats people as adults and probably much more likely to be read and paid attention to.

Torres should probably just keep quiet. Few tourists will actually read the entire thing as written and if he makes too much noise about it somebody in the State Dept may hire the Canadian's to start writing any future alerts...

I do think it is no coincidence that the bike race is coming up April 17th, and he issues his statement. That said, he's not the only one who has been touting a decrease in crime in Northern Baja. Jesus Chavez, aka Jesse over on nomad, who has close ties to Tijuana, and owns a home there, has been making such statements for several weeks.
