AP - Tijuana's mayor-elect said Friday that he will replace the border city's top cop, who launched an unprecedented campaign to loosen the grip of drug cartels on what has been one of Mexico's most corrupt police forces.

It's about political patronage. Should I assume that Bustamante and Huerta are affiliated with the same party? If not, the move doesn't make any sense to me.

Huerta has a military background which these days is trumping party affiliation. In fact most career officers are carefully avoiding even announcing any support for one party over another...
