AP - A retired Mexican army officer who led an overhaul of the notoriously corrupt police force of the border city of Tijuana has quit as a state law enforcement official after only three months on the job.

My guess is that they couldn't agree on the deal. Money, toys, bodyguards, whatever. Something had to be in the works for the story to have appeared in the Juarez paper the other day.
