Currently there is defacto martial law in many areas of Mexico. This will either continue and expand or the government will give up. My money's on the latter. They neither have sustainable resources or the stomach for it. They'll cut a deal with the cartels.

Not anywhere near over, right now they have at least 3 of the top echelon of the Familia. One is a Godoy. Here's some info.
The technical secretary of the National Security Council, Monte Alejandro Rubido García, said that Julio César Godoy Toscazo, recently elected to a federal deputys post on the PRD ticket and half brother of Michoacán Governor Leonel Godoy, as well as Saúl Solís, a former candidate for federal deputy nominated by the Green Ecologist Party, are both members of the La Familia Michoacana drug cartel command structure. Rubido García said that the 12 individuals found murdered on a highway in Michoacán, are Federal Police agents who were doing investigative work in that state. . ++ Authorities in Guerrero arrested Javier Frías Lara, known as "El Chivo," or The Goat and is a leader of hired gunmen for the "La Familia Michoacana" drug cartel... Frías Lara is accused of heading attacks against federal forces and state police last weekend in Guerrero, Michoacán and Guanajuato. ++ A federal judge ordered temporary detainment for 40 days for Arnoldo Rueda Medina, alias "La Minsa," and who is charged with being logistics and strategic operations chief for "La Familia Michoacana." |

From my casual observation it seems the Mexican Government is doing a credible job of hitting the cartels. Bringing down big players happens rountinely of late.
Violence in Baja Norte is way down from 12 months ago. I'm not predicting the cartels will go away but it does it appear the Government is doing a better job. Ken |
