Default Rosarito police shoot youth for failure to stop his vehicle

Excerpt: "The dark history of police officer Álvarez Feliciano shows him to be arbitrary, arrogant and extremely violent, and to that end it is unknown how to proceed against this outrage. The police officer is untouchable, as he is one of the insiders of Police Chief Francisco Castro Trenti... Álvarez Feliciano is on parole and has to appear in Rosarito court every Friday and sign-in. A judge ordered him held in prison for abuse of authority, he was released and he returned to his old ways."

=========================================================================

Rosarito - A young man was injured by a firearm fired by a municipal policeman. This all started because the officer ordered a driver to pull over and he did not obey, the four youths in the car almost died.

Failure to pull over and stop was enough of a reason for the deputy chief of the municipal police, Juan Álvarez Feliciano. He ordered and led a pursuit after the vehicle driven by Jonathan Hernández Bustos, 22 years old.

He was carrying with him his friends Santos Rafael Utrera, 19, in the front passenger seat, and in the rear seat Andrés "N," a minor and Daniel Reyes Gutiérrez, 22.

It was reported they headed to the McDonald's, and from there took the Scenic Highway, fleeing from the police because Jonathan did not have a drivers license and was afraid they would confiscate his car.

Following them in a police vehicle was chief Álvarez Feliciano, who started shooting at the youths as they passed the General Hospital, hitting Uretra Bautista in the head. He started to scream, "they shot me, they shot me." The driver, startled by the pursuit, the bullets and his friend being wounded by a firearm, lost control of the car and crashed at the 7-11 south of Rosarito.

The police arrived immediately and one of them kicked the youth in the head, unconcerned that he was wounded. The minor, Andrés, was beaten, which left him with intense pain in his back.

At that time, the person with the bullet wound was taken to the General Hospital where he remained for hours. The General Hospital Director, Luis García, reported that the youth arrived injured by a firearm and had diminished motor skills and a metallic object in his head.

The doctors could not determine if it was a bullet or a metal shard, meanwhile the police are being held as witnesses. They are hoping to God that the family forgives them.

The dark history of police officer Álvarez Feliciano shows him to be arbitrary, arrogant and extremely violent, and to that end it is unknown how to proceed against this outrage. The police officer is untouchable, as he is one of the insiders of Police Chief Francisco Castro Trenti.

Álvarez Feliciano is on parole and has to appear in Rosarito court every Friday and sign-in. A judge ordered him held in prison for abuse of authority, he was released and he returned to his old ways.

If the family does not forgive this, it will be an example for the rest, "not stopping when ordered, is not reason enough to shoot, endangering the four youths...they could have killed all four," said the annoyed relatives of the injured youth.

No arms nor drugs were found. They reported that moments earlier two of the youths had a beer at home. One was a student and the others worked.

Sounds like this law enforcement officer knows where all the bones are buried, as well as where the future bones will be as well.

OK... You guys are scaring the shit out of me.... I go down to Baja quite often, but i usually gas up in San Diego and dont stop till i get to Ensenada because I want to avoid TJ and Rosarito because of the crime and violence... The last couple trips I have stopped for tacos in Rosarito, but after the last few post about this city... no way am I ever stopping there again, just not worth the risk of getting my family killed

You can bypass the TJ/Rosarito corridor by crossing at Otay and following Corridor 2000 to the toll road and Ensenada. Get your tacos in Cantimar or LaMision

I would not be surprised if the next US Department of State Travel Advisory suggested just that: bypass the area if possible (in addition to travelling during daylight and being hyper-aware of your surroundings and situations).

The last crime wave a body was hanging for that same bridge, so it's not that bad again yet. Everyone has their own comfort zones for safety. Obviously traveling with children is a complicating factor. Just keep your heads up and enjoy the tourist areas. The Puerto Nuevo Lobster festival is this weekend!

Sorry T., but I'm going to chance it for "Tacos Yaqui". They're that good.

The 12 peso fish taco at "Ito's" (practically in the palacio parking lot) is worth the risk alone, and they found a body on the toll road near it last week. They aren't open at night. Risk is relative. If your relatives aren't in the drug business there's little risk- you'll probably be fine. Taco's Yaqui is a Baja tradition. Caca pasa.

It's just a different kind of wild these days. TJ and Rosarito were always guilty pleasures, especially during the prohibition years. The corruption then amounted to twenty dollar shakedowns by the police if you ran a red light. The good ole days.
