Perhaps I didn't do a wide enough search to determine the reasons, but I am struck by the fact that the article mentions that the producer an videographer of the series lived in Rosarito for four years, and then moved back NOB.

"Why", would be an interesting topic.

Actually I moved back for two reasons. My grandma in San Diego needed company and help driving to her doctor appointments, and my wife and I need to live here for a period of time to get her citizenship. But as soon as that is done we really want to move back!
