I don't get it. Instead of arresting someone for suspicion of a crime, they'll arrest him for excercising his right to "flee"....whatever that means.

Sounds like a lot of power abuse to me. They'll be able to detain anyone indefinitly without charging them for a crime.

Ohhh...wait a minute. That's the way it's always been here, so this new initiative is just a continuation of the old one.

The wheels of progress turn in mysterious ways.

Not harsh at all, Wiley, but I don't think Calderón was talking about the fleeing process with your pants in one hand and your shoes in the other.
