The current system, where you can be held up to 80 days without having any charges filed isn't good. Better to arrest them, charge them, convict them and incarcerate them quickly- all within 80 days. Baja is one of the first states to adopt the judicial system reforms (open courtrooms) but I haven't seen much change yet. IMHO with today's judicial system, the holding of people for that long without formally charging them just gives them time to pay the bribe so no charges would be filed at all. It's how it has always worked- for the narcos, wealthy and connected.

We have a very good friend who is an attorney in Tijuana and is connected to one of the universities there. She tells us that several classes in teaching open courtroom trials are now part of the normal curriculum in law where she teaches. It is coming...

Judicial reform can take forever. .. .I think that 2016 is the start date? It takes time for all those attorneys and judges to be trained. . . . .
