I'd never heard that saying before, and at first blush I thought it meant "kick the stool out of him."

Kicking out the stool would be too kind and too quick.

Since that poor 10 year old girl will have to endure pain for the rest of her life this dirtbag deserves some long lasting pain treatment, maybe with red hot iron bars, some amputations and some eye gouging.........breaking his kneecaps, wrists and fingers every couple of months just as a reminder.

We as a society are too soft on sexual predators, we need to fix that. No parole, no probation.....prison for life or death are the only sure rehabilitation methods.
