TIJUANA, Baja California - Under the current state administration the anonymous tip calls increased 350 %, demonstrating that private citizens are now playing an important role in the reduction of crime in Baja California.

This was reported by Daniel de la Rosa Anaya, secretary of Public safety for the State (SSPE) in the regular meeting of the Civil Council of Public safety (CCSP) on Monday in the Autonomous University of Baja California (UABC).

He explained that from 2007 to 2012, anonymous tips registered an increase of 350%a, increasing from 5 to 38 thousand calls in this same time period.

This shows that as the general public becomes more involved it strengthens the overall public safety system, which numbers 40 information sources that contain over 72 million records.

From January, 2007 until August, 2013, Baja California has seen a decrease in crime of 19 %, compared to a 33 % increase in the registered crime index from 2003 to 2007.

During 2012 alone, 5 million 540 thousand emergency calls were registered, including medical, emergency and public safety related.

According to the information of the SSPE, in 2013 of 39 thousand 177 applicants to the police academy, only 3 thousand 966 were accepted in Baja California. All of the applicants that were accepted subjected to a strict selection process and training.

In the case of the active duty police officers, a Center of Control and Confidence was established, through which 87% of the active force has been evaluated in the state.

He added that all new senior officers and force officials in the state will have to pass rigorous confidence examinations, now required by Law.

“For the first time we are now sending a message to the public that we are doing things right, we can look them in the eye and they will know that what we are building is for the society's benefit," said the Secretary of Public safety of the State.

To me it demonstrates people don't trust the police they are asking help- or they wouldn't need to be anonymous. Anyone ever call the police in the USA on their anonymous phone line or just dial 911?
