Default Entering mexico on Residente Permanente

I obtained my Residente Permanente last year in Loreto. I had flow in and they collected the remainder of the FMM card when I few out. I am going to drive back in. I assume I just pick up a new FMM at the border? Side question is IMM open on sunday?

What confuses me is some places seem to give you the FMM when entering (airlines as an example) and other sites say you are supposed to fill it out when leaving and bring back the stub when you enter again.

I didn't know an FMN was required for permanent residents. By definition, you're a resident, not a tourist.

All non-Mexicans have to fill out the FMM, regardless of immigration status. It's used for statistics, and when leaving Mexico by air you can't get a boarding pass without it. As a Mexico resident whose flights always originate in Mexico, I get a new FMM when I leave. The exit half is collected by INM (or the airline). When I return, I use the entry half. I think it's the opposite for people whose flights originate outside Mexico. They have to get the new form on the arrival flight and use the entry half to enter, then the exit half when they leave again.

Clear as mud? No idea what happens when driving, sorry.

So here is what happened. I entered in San Diego and went into immigaration and presented my residente permanente card and passport and requested an FMM. First I was told the RP had expired - I managed to convince him the date he was looking at on the back as a date of issue and not an expiration date. Next I was told I needed to go pay the at the bank. I then convinced him that I wasn't requesting a tourist entry and didn't need to pay as a RP. Then I was told I didn't need one, I explained I was going to fly out and the airline would need it to let me board. Finally I got the FMM and left with the impression that it is still early in a learning curve with the new system.
