I am not aware of one. There are a few in Tijuana but you will get a better rate usually in San Diego...

There aren't any rental cars in Rosarito for gringos or nationals. I just used this rental company and they were great. Buy your by-the-day insurance online from Baja Bound first and you're set to go.
